It was all for plausible deniability. But Andy always wanted to take Comey out and knew that HRC would make him head of FBI after election. We will probably soon learn that Andy and his JTTF hit squad actually directed MS-13 on more than a few occasions, trafficked drugs, humans, organs and weapons, and setup FF terrorist attacks. Not a nice person.

Here's my take…
Cabal says "Assad set off CW's!!" POTUS says "Show me where they are. ALL of them."
Cabal: "they're here, here and here."
POTUS: "You're SURE that's where they ALL are?"
Cabal: "yes!! He's an animal and needs to die!!!"
So POTUS wipes out "here, here, and here" and says "Ok, now if there is ever another CW's attack we know for a fact that it ain't coming from Assad!"
I believe the Situation Room was the 7 who met the night of the election. Not sure if HRC flew there for meeting or phoned it in and that's how the meeting was captured by Mil Intel.
