Also, she wasn't trying to lower it to 12. She was quoting something already written. She wanted gender references changed, not ages. The title referencing the change from 16 to 12 was the opinion of whoever wrote/quoted the PDF from 1993.
She should have commented on such a low age range that existed, but that wasn't her agenda.

The documents showed the unmasking activities of the FBI, the Obama administration, and CIA Director Brennan relative to the Trump campaign. Yep! He was "wiretapped", so to speak.
March 22, 2017: Congressman Devin Nunes confirmed Trump associates were spied on by American intelligence under the Obama Administration at a press conference.
