It’s actually a super-easy scam: Instead of billing people for ie 28 days of water usage, bill them for 33, 34, 35 days of water usage — whatever it takes to get people into the higher-rate tiers.
How it works: Honest way was Joe Citizen being billed every 28 days for using ie 9,000 gallons at $4/thousand-gallons = $36/bill = $468/yr
Corrupt leftie way is Joe Citizen gets billed every 33 days for using 11,000 gallons at $8/thousand-gallons = $88/bill = $968/yr.
