How does one become a " Permanent Representative to the United Nations "New York, Geneva, Vienna". Diplomat."

There are some schools of thought that there is a way to not live as a ward of some state and be sold as collateral by bonds (forgive me, I am doing my best, I have a cursory knowledge at best). Rather one can be reclassified as alive and responsible for ones self in a sense.

I mention it because of the way this guy describes himself. I found it odd.
