Not everyone in KSA is on board with MbS reforms and he is moving forward quickly instead of "cautiously" (ie: very little meaningful reform which would maintain the status quo).
Factor in that MbS is not the clown pick and they are doing what they can to remove him, it is reasonable that he would be cautious and hedge.
Or perhaps he hand delivered a message.
China is everywhere in Central America.
"Gifting" new sports stadiums in San Jose, Costa Rica. Fleets of Chinese fishing boats on Pacific coast of CR. CR also a known trafficking hotspot for child sex trafficking. Anyone accompanying a minor out of CR has to go through a secondary customs exit inspection.
Building a canal in Nicaragua to go around the Panama Canal, right through a fresh water lake which will screw up the ecosystem.
Etc.
But China has been "gifting" and spreading money around Central America for quite some time now.
POTUS understands people have short attention spans so tries to keep the focus on jobs, trade, tech transfer but China is a big problem all round.
