When Biden said "roaches" was he really refering to black people or black children? How do you know that?

I have always wondered what Biden meant when he said "I learned about roaches" in that videoclip. The only two things I could think of were 1) smoking marijuana cigarettes (i.e. smoking 'roaches') or 2) real insect cockroaches. I couldn't work out how either of those meanings could fit into the context of his ramble, but hey, this is Uncle Joe, so we don't expect what he says to make sense.

So you're saying 'roaches' is a term for children, like "kids" is a term for children?
