Do you remember the GE reading room tactic? Take every one of the obstructionist bureaucrats out of the Dept of State and Dept of Justice, and FBI, and HHS, and Dept of Interior, and Dept of Commerce, every where - and park them in restrooms, closets, basements with a reduction in salary - say $10/day - no cell phones, no laptops, no electronic readers - and make them read the US Constitution, the Federalist papers,& the Bible every single hour they are at work.

Then put people in the work places who will really get the job done!
