It's a bit more nuanced than that. She ruled in favor of the Executive powers of the Governor. Not precisely in favor of lockdowns. And she wasn't the only one who ruled in on the case. It was a 3 judge panel, two POTUS judges and one democrat. They all ruled in favor of the Governor's ability to exercise power. Not lockdowns.
