having just reviewed the mark up of all the proposed changes I certainly agree its far from ideal
however the primary impact will NOT kill online free speech

it is designed to attack the exact areas where anons have problems with the social media - trying to extract some culpability or exception to his current mess - where they get away with everything
the problem with this language is it does not solve those problems - need to go bak to the drawing board and KISS (keep it simple stupid)
this is a clumsy over reach - very clumsy
