Hello anon, I may be checking the obvious but can I just ask what definition of “moonrise” you are using? Some sites (when discussing lunitidal interval) often say moonrise when they should mean meridian passage, moon position is now over the meridian/longitude in question - not that it has just risen over the horizon. It is more equivalent to the sun’s “noon” as opposed to “sunrise”? This is why moonrise is related to tides by lunitidal interval (can be variable interval in different geographical areas due to other channel/coastal factors).

Nautical almanacs will differentiate moonrise & meridian, with moonrise here refined as equivalent to sunrise, eg emerging over horizon.

Also - could the moon be setting, with moonset perhaps being what was captured?

Don’t have software/tables for 2013, only learnt my celestial a few years back, so sorry if stating the obvious with above.
