Paul Selva, who was the second-highest ranking officer in the military as vice chairman of the Joint Chiefs of Staff until August 2019, signed on to an open letter released Thursday by the group National Security Leaders for Biden. He is joined by retired Adm. Paul Zukunft, who was the commandant of the Coast Guard until June 2018.
