Thank you, yes. 18 U.S.C. 242 (Deprivation of Rights Under Color of Law) PLUS 18 U.S.C. 241 (Conspiracy Against Rights) AND violation of the state statute covering violations of substantive rights (which don't have to be under color of law, in my particular state, in order to be actionable).
