IOW, probably school official asks person to wear mask, gets blown off, then gets the sec guard to remove the person. I don't think the sec guard would act unless asked to do so by an official.

Why not just send the woman a citation after the fact, since if it's a student's family they would no the person's identity an address?

IIRC, Strozk said not to put hold on investigation on 1/14/17 and WH meeting where Biden attended and pushed Logan Act was 1/5/17.
