Seems like it should be more of an inner city program rather than black specific. I imagine hispanics, asians, whites who live in tough neighborhoods all have it about as bad. I'm for helping to improve the cities. Like you get the assistance if you live in this area, have x income, and also plan to put your new business in the city. Maybe the other races can just identify as black temporarily to get the benefits.
