The Soros sponsored riots would have had a more desired effect had they started later than they did… but the head fakes on the Durham investigation created the need for the riots earlier than planned.
Another way of saying above could be.. the ship turned into and shortened the distance of the incoming torpedo (riots/chaos/lawlessness). The torpedo didn't have a chance to arm so the damage wasn't catastrophic on impact.
