As Q dropped- BHO was going to declare fraud publically:

a) based on ICA (JB/JC fix) that Flynn/Potus and Russia rigged election.

b) National Address before date delegates submitted electoral votes (early dec)- where he would call upon electors to be faithless and deny Potus a majority. (it then goes to House)

c) The scheme was not to give HRC the electoral votes, but to have Paul (bye bye) Ryan and the House vote HRC in, thus bipartisan. (they wanted to avoid the courts also)

2- Since Patriots prevented the delegate recount scam (o7 MR) the MF case held open and intended for (among other things) this purpose was ordered closed by Strzok late Dec.

3- Panic set in and BHO, JB, higher levels realized that MF knew too much and Potus would declas and expose their scam so they created a new scam to obstruct, leverage and keep MF quiet, this required that MF case be re-opened or kept open after being ordered to shut down.

4- Important detail is Jan 4, 2016 Strzok orders case resurrected, (302 declas Jensen>W Bennett confirms, and he wondered why the change)

5- WH meeting was Jan 5, 2016 when Biden, BHO, etal. likely strategized new plans to charge MF to get after Potus and keep RussiaGate alive, they prolly planned on SCO assignment and to create a Obstruction Trap (since there was no Collusion).
