We’ve discussed this being a psychological operation on many occasions over the last 3 years. The point I and others have repeatedly made is that psychological operations are, at least in principle, capable of achieving both positive and negative psychological outcomes. Whether this particular operation has been broadly positive in its effects is an assessment for a later date. Opinions at this stage are provisional.
