Free will. The free choices of created beings. It results in chaos, but no cosmic accountability could exist without it. This is the way God chose to order creation, because without free will true love cannot exist. And love is what God cares about the most.

Like I said: God has established a creation in which love is possible. This is more important than justice - scripture consistently makes this point. You rail against injustice, and this is understandable, but it’s like focusing on the wrong part of the field of view. Our obligation is to propagate true human love - compassion free from expectation, without measure and without price - because in doing so, the cosmos is changed. A cosmos filled with the kind of love God holds out to us - and has made us uniquely equipped to manifest in regards to each other and creation, more widely - would be a cosmos in which justice and judgment would be far less needed.
Some here would tear you a new one for that kind of screed and ignorant ad hominem. And your presumption regarding what I do or do not know about the subject matter, together with your assessment of my reading comprehension - I will pass over in silence.
I’ll give you a piece of advice though: try and avoid becoming fixated on one idea in relation to highly complex events. Blindness to other evidence (and possible interpretations of that evidence) are substantial hindrances in investigation.
If you were to stage an event that could (and nearly did) decapitate the US government, and which would have enabled to a (semi?)-permanent COG mode of governance (by diktat) to be imposed [ie. a coup d’etat], why would the passage of legislation that had been kicked around during the Clinton Admin have been your big event objective? And, as a matter of historical fact, passage of the Patriot Act was not achieved automatically in consequence of 9/11 - there was notable congressional resistance - and so the Amerithrax attacks to intimidate key congressional holdouts were needed.
The challenge, especially with an event as multifaceted as 9/11, is to disentangle the lines of primary intention from elements of opportunistic “piling on” during planning, or subsequent to execution. But only in so doing can motives be properly discerned and guilty parties identified.
