It’s not the possession of intelligence or information - it’s the ability to use it. The entire code of DC is that such information never be used, except perhaps in a very controlled manner to take out a rule breaker.
Those who acquire damaging intel on others - and this applies to the FBI in spades - can use it to leverage their own careers, stash away as insurance/protection, and stake their part in the mutually assured destruction of potential exposure. As all will be aware - because so few matters ever reach indictment and prosecution - the dirt that exists is merely used to maintain the status quo. The more dirt you possess, the more latitude you acquire to act unlawfully with impunity - because your threat is greater and the need for coverup correspondingly more urgent to national security. The essential point, however, is that everyone operates under the presupposition that no matter how damning the corruption and appalling the criminality, no one will be brought to book, at least publicly. Uncontrolled public exposure of one nest of rats would, by an immutable law of contagion, draw back the carefully positioned screens hiding other nests.
This game of DC Stand-off is all justified by insiders as done “in the interests of preserving the state and its institutions.”
One with the power and the will to stop the DC Stand-off is naturally the greatest existential threat to the status quo.
