In the inner city, I always wondered why a lot of black people could never grasp the concept of putting the trash in a trash can. I would watch them always throw the wrapper on the sidewalk, even when the trash can supplied by the city was less than 5 feet away. Then it was explained to me later, it's because trash on the streets keeps the rents down. Aahh, eureka. Live in the ghetto, remain in the ghetto. A better future is never contemplated.
