I have been doing this for years - and it is quite legal due to corporations having essentially been granted citizenship rights.

a 1099 from one corp to another is not the same as paying your spouse of offspring. the reason for this works is the taxes get paid, which is what is wanted.
now, IF the consulting corp did not report the income (not the case here) then you could scream foul…
