Stuff will have to happen WAY before 11/11/18, or the Republicans will definitely lose the House and POTUS will be impeached before the next tax day, and that will be the end for all practical purposes.

So you only have to be patient for a month or so.

GOP needs to begin changing the momentum before summer or the Dems will be so far ahead on the ground that Congress will be gone.

Trump surely knows that his approval ratings have almost nothing to do with isolated congressional races. He needs GOP volunteers fired up, good candidates to win the primaries in June, and positive local coverage for Republican candidates. It needs to look like something major is happening to help the country, for these candidates to run on.
