What is the baptism of repentance?

Jesus called it like this:

All power is given me in heaven and earth. Go to the nations and teach them whatsoever I have commanded you, baptizing them in the name of the Father, the Son , and the Holy Spirit.

Truly I baptize with water, but there comes one after me that shall baptize you with fire, and with the Holy Spirit.
