I have been doing reading and research into the fundamental documents of the Democratic Party and my own state’s Minnesota Democratic-Farmer-Labor party, looking for Democratic ideals and definitions, and explanations for our party practices.
Thanks to Minnesota Democratic National Committeewoman Elly Zaragosa, I have found an October 9, 1993 version of the “Code of Fair Campaign Practices for Democratic Candidates for Elective Public Office”.
This code is mentioned in ARTICLE NINE: General Provisions of the THE CHARTER & THE BYLAWS OF THE DEMOCRATIC PARTY OF THE UNITED STATES (as amended March 10, 2018)
Section 9. The Democratic National Committee shall maintain and publish a code of fair campaign practices, which shall be recommended for observance by all candidates campaigning as Democrats.
The Code is below:
CODE OF FAIR CAMPAIGN PRACTICES
FOR DEMOCRATIC CANDIDATES FOR
ELECTIVE PUBLIC OFFICE
Adopted March 8, 1986
Amended October 9, 1993
Democratic candidates shall conduct their campaign with civility, honesty and decency, discussing the issues as they see them, presenting their records and policies with sincerity, frankness and candor, and criticizing without fear or favor the record and policies of their opponents and their opponents' parties which merit such criticism, so as to engage in and encourage constructive debate on the issues of the day and to uphold the best in American tradition.
Democratic candidates shall defend and uphold the right of every qualified American voter to full and equal participation in the electoral process.
Democratic candidates shall not engage in, and shall condemn the use of, personal vilification, character defamation, whispering campaigns, libel, slander, negative innuendo, or scurrilous attacks on any candidate or his or her personal or family life.
Democratic candidates shall not use, and shall condemn the use of, campaign material of any sort which misrepresents, distorts, or otherwise falsifies the facts or misleads the electorate regarding any candidate, as well as the use of malicious or unfounded accusations against any candidate which aim at creating or exploiting doubts, without justification, as to his or her morality, loyalty and patriotism.
Democratic candidates shall not participate in, and shall condemn, any appeal to prejudice and discrimination based on race, sex, age, color, creed, national origin, religion, ethnic identity, sexual orientation, economic status, philosophical persuasion or physical disability.
Democratic candidates shall not engage in, and shall condemn, any dishonest or unethical practice which tends to corrupt or undermine our American system of free elections or which hampers or prevents the full and free expression of the will of the voters.
Democratic candidates shall not seek, and shall immediately and publicly repudiate, support deriving from any individual or group which resorts, on behalf of their candidacies or in opposition to that of their opponents, to the methods, practices and tactics which they condemn.
Democratic candidates, in conducting and financing their campaigns, shall abide by the letter and the spirit of all relevant statutes and regulations regarding campaign practices.
Democratic candidates shall, to the extent reasonably possible, assure that their representatives and staffs, as well as they themselves, adhere to this Code.
I would certainly like to see the DNC publish this in a more findable form on the Democratic National Party’s website, and learn more about how it has been used by the party in any disputes between candidates and campaigns, and if it it has come up for discussion recently. These seem like pretty common sense rules for public conduct of candidates campaigns and hopefully come naturally to most Democrats running for office, but it may be good to see the party commit to at least maintaining and publishing them as specified in the Charter, if not vigorously promoting and enforcing them.
