The main character is the Archeangel Micheal. Alex is playing God. The end is where the plan is shown. Pay careful attention to all the dialogue. It is not always what it appears to be. The end conversation on between Karen and Micheal is not them having a conversation. The dialogue is addressed to people today. Listen to the scene where the MI and Q snicker that "we are still working on the problem"
