It's a power struggle, always. Who has control over the other, if you let the other control you, you are putting yourself in submission. The risk is to get caught in controlling the other. If you choose to control yourself and yourself only, you rise above the power struggle itself and there you can not lose.
Never seen it. Understand though, that all pepes are crafted by individuals for the reason of that individuals personal agenda. If a pepe has a swastika, I would conclude it is either someone doing that to make the movement look bad, or someone doing it to make a satirical point about the absurdity of calling a green frog a racist symbol.
