I just read it again and the source article. After having skimmed it fast. Sundance is usually solid so I trusted him and while skimming assumed it had said basically Mexico would have no choice but to pay for wall if they didn't want harsh tariffs with US. It never explicitly says this though. But I wouldn't be surprised if that ended up being the case.
