I think POTUS was being careful. They're not the ones initiating the problems, but they've been provoked by Antifucks and gotten into brawls and added to the tensions, and a few have been arrested, so POTUS is right to tell them to stand back from the riots and protests, likely because they'll be caught in the crossfire.
