Do you realize how many rats would have got away, plus without normal thinking judges most would have walked. It would also cause more unrest and protests from people that didn't see what they are capable of yet and thought they were doing right. Then some of the corrupt Corporations would have slipped by, also the sleeper cells that they didn't know about would still be in sleep mode. This is Military planning at it's finest, trust it.
