Interesting. This fits with this anon's experience of how things hang together at a higher level. It can be summed up as:
"Ideas have people, people do not have ideas."
When an idea's time comes, it propagates into multiple minds at the same time. Many people will think of it, but very few will act on the impulse. Fewer still have the capability to realize the idea through to fruition. Ideas hedge their bets. It's the only way to be sure.
