What other rights of yours did they violate under color of DC law? Locking people down is another violation of civil rights.

The privileges and immunities that are protected under Article IV include the right to travel through or reside in any state for purposes of trade, agriculture, or professional endeavors. That has been restricted under color of law by every single Governor that shut their state down. Some still shut down (DEMOCRAT STRONGHOLDS). The lockdown of the privilege or immunity to travel through any state has been restricted so there's a suit against somebody under 42 USC 1983.
