I think it is highly illegal for US Mil to conduct operations on US citizens. They would need domestic partner like the CIA illegally used the FBI for domestic ops.
The VA has had that policy in place since Mar I think. Almost sure program is in place where you can utilize another provider but not certain. I never used my VA benefits.
No sauce either nor personal experience either just going off memory. Almost certain this was done via EO over a year ago and I heard nothing about a distance rule. This was to strictly reduce wait times found at local VAs so I do not understand why they told you 100 miles.
