L.A. Ordered to Pay NRA Six Figures After Losing First Amendment Case

City will pay gun-rights group about $150,000 for lawsuit over unconstitutional ordinance

A federal court ordered Los Angeles to hand over more than $100,000 to the National Rifle Association after ruling that the city had violated the gun-rights group's First Amendment rights.

Federal district court judge Stephen Wilson struck down a city ordinance aimed at punishing prospective contractors with ties to the NRA as an infringement on the right to free speech and association. On Tuesday, he ordered city officials to pay for the Second Amendment group's attorney fees, which totaled nearly $150,000.

"In this case, the text of the Ordinance, the Ordinance's legislative history, and the concurrent public statements made by the Ordinanceโ€™s primary legislative sponsor evince a strong intent to suppress the speech of the NRA," Wilson ruled in December. "Even though the Ordinance only forces disclosure of activity that may not be expressive, the clear purpose of the disclosure is to undermine the NRAโ€™s explicitly political speech."

The NRA filed suit against the ordinance shortly after it was implemented in April 2019. Amy Hunter, a spokeswoman for the NRA, told the Washington Free Beacon the rulings prove the city unfairly targeted the group because of its advocacy.

"Violations of any constitutional rights by government officials should carry consequences," she said. "The courts have rightfully imposed those consequences upon Los Angeles. The NRA will continue our fight and, as always, work to hold politicians accountable."

Neither Los Angeles mayor Eric Garcetti (D.) nor councilmember Mitch O'Farrell (D.), who sponsored the ordinance, responded to requests for comment.

Los Angeles is not alone in targeting the group. San Francisco's Democratic mayor stopped a similar ploy in response to an NRA lawsuit. The group is still locked in a First Amendment challenge over a letter sent by New York officials that warned banks away from working with the group. The ruling may put a damper on enthusiasm for similar measures from other government officials opposed to the NRA.

Los Angeles Ordinance No. 186000 took effect on April 1, 2019, and explicitly stated it was intended to prevent the city from doing business with anyone who had ties to the NRA.

"The City of Los Angeles has enacted ordinances and adopted positions that promote gun safety and sensible gun ownership," the ordinance reads. "The City's residents deserve to know if the City's public funds are spent on contractors that have contractual or sponsorship ties with the NRA. Public funds provided to such contractors undermines the City's efforts to legislate and promote gun safety."

Dissident Jimmy Lai: Biden won't protect Hong Kong freedom fighters, Trump already is

"I do think that the way that President Trump deals with China is the right way by playing hard ball," said Honk Kong media baron and democracy activist Jimmy Lai. "I don't think Biden would have such a strong impact."

Hong Kong dissident Jimmy Lai said he is worried that a Joe Biden White House won't protect pro-democracy activists in Hong Kong the way that he believes President Trump is.

The media tycoon was arrested last month under a harsh new national security law that mainland China imposed on Hong Kong as part of an intensifying crackdown. After a public outcry by pro-democracy activists, Lai was released on bail. Earlier this month, a court in Hong Kong found him not guilty of criminal intimidation charges stemming from a separate 2017 case.

Lai's Apple Daily news outlet has also reportedly been searched by Chinese authorities wary of Lai's outspoken criticism of the Chinese Communist Party (CCP).

"If he becomes president, I'm sure President Biden will play gentlemen, with China [in a way] that President Trump would not," Lai told Just the News in a video interview. "I think the pandemic, the Wuhan Virus, is a Pearl Harbor to the people of the U.S. and the free world that woke up the people to the bad behavior of CCP, which is detrimental to their lives. They feel very uneasy about it, their decency and values were hurt by it. And I think the people who have a resentment about CCP will be the determinants of the politics in the U.S."

"But I do think that the way that President Trump deals with China is the right way, by playing hard ball," Lai continued. "I don't think Biden would have such a strong impact. And I haven't seen Biden being very strong against China. I'm afraid that if he becomes president, he will be more reconciliatory to China than President Trump."

Peter Navarro, White House trade and manufacturing policy adviser, told Just the News in an interview that he agreed with an assessment by the Office of the Director of National Intelligence that China prefers that President Trump lose re-election in November.

"Well, there's no question that's true," Navarro said. "Donald J. Trump is the toughest โ€” only president โ€” he's the toughest and only president to stand up to China since Nixon and Kissinger went to China back in the '70s. I mean, every president since then has allowed in some way โ€ฆ the Chinese Communist Party [to] have their way with the United States economy, and also our defense sector."

Lai said he was confident that Trump would ultimately prove victorious over Biden.

Armenia withdraws ambassador from Israel over Azerbaijan arms deal

Azerbaijan has acknowledged using Israeli-made weapons in its fighting with ethnic Armenian forces around Nagorno-Karabakh.

Armenia said on Thursday it had recalled its ambassador to Israel for consultations over Israeli arms sales to Azerbaijan.

Azerbaijan has acknowledged using Israeli-made weapons in its fighting with ethnic Armenian forces around Nagorno-Karabakh, where heavy clashes this week have drawn international calls for an immediate ceasefire.

Protesting against the Israeli weapons exports, Armenian foreign ministry spokeswoman Anna Naghdalyan said "Israel's workstyle is unacceptable. The ministry has to call back its ambassador in Israel."

Israel's foreign ministry did not immediately respond to a request for comment.

Asked for details on weapons sales to Azerbaijan, an Israeli defense ministry spokeswoman declined comment.

According to the Stockholm International Peace Research Institute (SIPRI), a leading conflict and armaments think-tank, Israel provided Azerbaijan with some $825 million in weapons between 2006 and 2019.

Those exports included drones, loitering munitions, anti-tank missiles, and a surface-to-air missile system, information from SIPRI's Arms Transfers Database showed.

Separately, in a video interview with Israel's Walla news website on Wednesday, Azeri presidential aide Hikmat Hajayev said Azerbaijan was using "some" Israeli-made drones in fighting around Nagorno-Karabakh, without specifying how many.

"(We) have one of the strongest (drone) fleets in the region. And among them we have Israeli ones, we have other drones as well, but Israeli drones especially, including reconnaissance and attack drones, and kamikaze 'Harop' drones, (which) have proved itself very effective," Hajayev said.

Israel's Foreign Ministry said it regretted Armenia's decision to recall its ambassador for consultations. "Israel attaches importance to our relations with Armenia and in this context sees the Armenian Embassy in Israel as an important tool for promoting them for the benefit of both peoples," the Foreign Ministry said.

Turkey Israel V Russia Iran

Netanyahu and Erdogan in Unlikely Alliance Against Iran in Nagorno-Karabakh?

Historical enmity between the Ottomans and the Persians, and rivalry for control in various hot spots across the region, make it difficult for Turkey and Iran to create a lasting partnership

Azerbaijani cargo planes landing at Israeli air force bases in the Negev are a relatively common sight, attesting to the extensive arms deals between the two countries. But the frequency of arrivals and timing of Ilyushin Il-76 freighters โ€“ two of which landed at Uvda last Thursday, just two days before a major escalation in the ongoing conflict between Azerbaijan and Armenia, followed by two more on Tuesday and Wednesday โ€“ suggest both the preparation and replenishing of Azerbaijani forces for the latest bout of fighting around the Nagorno-Karabakh enclave, now in its fourth day.
