I'm thinking everyone but the elite has them. At least, a shit ton of people do. The question arises: what happens to those whose latent abilities aren't so latent right now? There are many whose DNA has been unlocked already, at least a little bit.
Didn't we have a bunch of empaths chiming in? Probably, most definitely a larp, but if it's not, how did so many congregate here if it's so rare?
