Does Egypt have some sort of new high performance aviation technology that allows their C-130H, call sign EGY1122, tail SU-BAL to fly at 12,800 feet above the specified service ceiling of the aircraft? Nah. Likely explanation is that the ADS-B Network member's receiver is not calibrated correctly in settings for it's true altitude. That's all.

A moar cogent question might be what is it doing in, or over, Ghana?
C-146A Wolfhound was on the ground at Addis Ababa, Ethiopia for about one hour after landing before taking off again. Unknown tail number. Aircraft type seems established by ICAO hex decoding sauced below.

The aircraft has now traveled out of range of any ADS-B Network member receivers. No telling where it will pop up again. But with a range of 1,500 miles and, (presumably) no air to air refueling capability, then Djibouti seems like a good guess.
