Not a legalfag but it seems to me that addressing this letter to Sessions will force Sessions to refer it to RR bc Sessions recused himself from investigations regarding POTUS based on his supporting the Trump campaign. A moral decision , although some claim legally not necessary.

Anyway, RR may not be specifically named but 'Everyone who signed Warrant application' infers RR complicit as well. He would have to recuse himself. He can't investigate himself. Who's next on the totem pole?
