SHEFFIELD TWP. — The Lorain County Board of Elections spent more than $400,000 out of a grant provided by a world-famous social media billionaire and his wife to ensure a free and fair election this November.(Snip)The money received by Lorain County is a small portion of $250 million provided to the tech center by Facebook founder Mark Zuckerberg and his wife, Priscilla Chan, which the CTCL "will regrant to local election jurisdictions across the county to help ensure that they have the staffing, training, and equipment necessary so that this November every eligible voter can participate in a safe and timely way and have their vote counted,"

On September 1, 202, Mark Zuckerberg and his wife, Priscilla Chan, announced they were providing $250 million in funding to support the Center for Technology and Civic Life “in assisting city and county election offices.”
The Center for Technology and Civic Life (CTCL) is a 501(c)(3) nonprofit based in Chicago, founded in 2015 by Tiana Epps-Johnson. The organization describes itself as "a team of civic technologists, trainers, researchers, election administration and data experts working to foster a more informed and engaged democracy, and helping to modernize U.S. elections.”
Ms. Tiana Epps-Johnson was “a former election administration director for the New Organizing Institute (NOI). Two other founders of NOI now hold leadership positions at CTCL. NOI was established by MoveOn in November 2005 as a “grassroots program that trains young political organizers to work for progressive campaigns and organizations.” Some of the NOI trained graduates were to have been assigned to the “2006 Democratic campaigns in key roles.” The organization (NOI) was dissolved in 2015.
Researching Ms. Epps-Johnson provides a link that appears to have some connection with the Obama Foundation and the Center for Technology and Civic Life. That link’s statement for CTCL: “Improving voter turnout by training elections officials to better communicate with voters and providing civic information through digital platforms.” Their approach is to provide technology and data “to boost voter turnout in two ways: … 1) Government Services – Trains local elections officials… and, 2) Civic Data – Collects and standardizes messy data about voting and government to help civic tech groups and companies build user-friendly tools. … In 2016, its data powered both Google and Facebook’s main ballot information tools, reaching as many as 65 million voters.”
