It's possible that it was a handheld camera. I really doubt they'd do that on a presidential address. Me thinks sum ting else is up but that leads me to tink about this as well. If trump isn't where they say he is and they're trying to hide it, Why would they release a video that is so obvious. They could certainly pull off a stable shot in a sub, boat or plane.
