Rubber stamped degrees and diploma's absolutely happen at Elite Institution's. This is anecdotal, but this anon became directly aware of it in the 1970s. A family friend was a very prominent Union Leader who had control over the management of a multibillion dollar pension trust fund(Billion was an ENORMOUS number in the 70's) had a son who was being "groomed" for union management. The kid dropped out of high school in 11th grade and got involved with a biker organization. When he was about 20, his father pulled whatever strings were necessary and he was accepted at Harvard. They had private tutors give him a remedial education for 6 months and sent him home with a Diploma, BA in Economics. The father ended up being the fall guy in a financial crime scandal and plead guilty to some minor charges and the kid completely washed out without his family connections. I didn't believe it was true when he told me, but he showed me the Diploma, letter from alumni verification office and pictures of him partying all over Cambridge and campus.
