How a camera on the same boat or plane can move differently so as to perceive the movement unless it is being held by someone and their natural body movements are what is causing the camera to move slightly?
If a tripod is mounted in front of POTUS, then it and everything else in frame wouold move at the same rate and there would be no perception of the movement.
The tassels are moving due to air current. The sound is HVAC.
