interesting idea anon. but I think it could also be paul referring to Roman rule. Jesus told us to give to Caesar that which is Caesar's. it probably not referring to a general metaphorical submission to the authority of the state because obviously Jesus did not submit to the state just because his preaching was causing social unrest. but interesting idea nonetheless. romans was written to the romans after all.
