Trump is not in the hospital. He's on a ship out at sea.

Or at least, he was during the time he filmed this video.

Look closely and the whole set is swaying like on a ship out at sea. The tassles on the flags prove it amongst other things, or possibly on a plane but ship seems more likely.

Couple this fact with the 17 second video which has obvious aircraft engine noise in the background and things are looking weird as fuck.

The newly released vid today was probably filmed in advance as well. Everyone knows it was a double in that secret service suv. (No way they'd let the POTUS ride in one of their much less protected cars rather than the presidential limo which is built like a tank)
