They weren’t prevented from releasing the payload, if that’s what happened. Could have been releasing anything. Not good by any measurement.
On those grounds, it will never end. Someone will always trigger a PCR positive, irrespective of the cause of admission.
You wish. Those kind of ops are expected to be “no doc”. Even if they never thought she’d lose, it should be clear by now that the bureaucrats are all in for plausible deniability or innocent mistake. The top operators are ghosts.
Given that it would appear to be a localized release targeted at POTUS/FLOTUS, it was more likely released in an enclosed area, not outside. Cloakroom, staging/holding area, or corridor perhaps. Small volume of material released outdoors would probably have diffused too quickly to guarantee infections.
But we don’t know how they did it, so I’m speculating. My theory re: the NYC concentration at the beginning of the outbreak was for a large release in an enclosed public space with substantial commuter traffic - subway / station - a commuter interchange that would ensure the infection spread through the Tristate area. This was likely preceded by a few test releases, like the WA nursing home.
