In the 1960’s and 1970’s the US government tested chemical and biological weapons on US troops in still little known secret programs called Projects 112 and SHAD (Shipboard Hazard and Defense).

The Caregivers and Veterans Omnibus Health Services Act of 2010 (PL 111-163) requested that the IOM conduct a new epidemiological study of the potential long-term health effects of participation in the SHAD testing.
