This is an operation to teach the people to fight back not to just get in there and distribute the truth.

POTUS waited to maximize his political advantage. This was advised to him by his attorney - Emmett Flood. One you rarely hear about. But Trump's lawyer during the Mueller witch hunt. So he knows what Trump has. And his legal advice per Trump himself was to wait on it. It would be old news if he released it early.
