Because people are stupid, and they were told DECLASS would occur in it's purest form. SOME of THEIR family members were in the dark and could suffer. I think they were given the option to stand up and do what is right in leu of outright release in exchange for controlled release. SOMETHING occurred which prompted the 'GO' code to be activated and up til now, media has remained complicit and THEY still remained treasonously egging the media on in hopes of regaining government control over We The People.
Refer to past Q drops in the beginning pertaining the 'GO' code and Obummers twitter…they were warned EVERYTHING has been planned for and they were told EVERYTHING has been prepared to wipe them off the face of the Earth.

Perhaps. If it were up to me, they would be put on permanent display in a zoo like fashion and only be allowed to live off what humanity so desired as they visited the display. Would allow generations to come to be well aware of who they are and what they did as well as gauge the overall goodness within humanity. But that's just me. There ARE worse things than death. And wishing for it upon anyone does have an impact on one's own humanity. JMO
