Notes memorialize strategy session over "Logan Act" where author writes "no reasonable prosecutor" + "uphill battle” + comments attributed to "Baker" - likely former FBI General Counsel James Baker "How do you assess 18 USC 1001 (lying to federal agents) when you wouldn't prosecute underlying crimes?"
