I will partially cede your chain of command standpoint, however the MI 12 were organized and both groups use chaos (anarchy) as a tool of choice.
He does not need to do this. The election is his to lose and he can do this after reelection. It comes across as odd if he does not have strong support for this call for action. Most Americans already support this but only DC has the power to make it happen and if they turn on him…awkward.
