There's a fantastic documentary on the water rights in California, and how the politicians sold out the whole state to a private firm to control the central aquifer, which is being siphoned off and sold. Part of this strategy (and q's post) could refer to watching California when the feds invalidate the contracts and put ownership of the water back in the hands of the people.
