The only implication connecting nancy to the planned missilge shut down is the posting of the Q question, "Who remembers this" ? in close proximity?
They've likely tried to kill POTUS numerous times and were surprised they couldn't do it the first year? Or at least badger him to the point he's back down? Like Nixon.
It's named "Covid Arrow" so I assume that the "COVID" was meant to be a cover for a lethal attack.
